Balancing 1nt on the last hand is a little agressive, even for me.
It's a 10 count afterall and the heart honors are likely off side.
Not hard to immagine south with A or K of spades and out and N with a nice hand with AQxxx hearts. Maybe something like xx AQxxx KJ10 AQx (intending to re-bid 2nt). Partner did pass 1 heart afterall, sometimes he has a balanced hand with some values and no bid, but sometimes he just has trash. Given our good hearts it's more likely he has a bad hand because he didn't make a t/o double, ...or south has a few pts with short hearts if partner is not short. AKA if partner is short with some values he should double, if he has some values and didn't double he's not short in hearts, in which case S is short in hearts. If south is short in hearts then he might pass with some values. A good north can lead a doubleton little spade with honors in all the other suits. You've bought your self a disaster when N doubles with the 18-19 range when you could've quitely defended 1nt.
I wouldn't dream of balancing 1nt on the last hand at IMPS, maybe at MP it's ok.
